It is my painful duty to bring to your notice the correspondence which has followed the receipt of your Despatch, touching Mr. Anstey's conduct towards myself.

You will perceive, Sir, that I have been denied a perusal of this Despatch, but that I have not received any official communication as to the nature of its contents or of your decision.

His Excellency Sir John Bowring did inform me in person, and at the same time officially had directed Mr. Anstey to express his regret, and to make an apology. Not having received any apology, it is useless stopping to inquire how far I ought in fairness to be called upon, after the lapse of nearly six months from the uttering of the slander, to accept of any apology, however handsome.
